QHSE Learning & Development Manager

Summary

As a key member of Mattr’s Corporate QHSE team, the QHSE Learning & Development Manager plays a vital role in strengthening our global safety culture and ensuring all employees have the competencies needed to work safely, effectively, and confidently. This role leads the design, development, and continuous improvement of corporate HSE training programs, working closely with Operations, HSE, and cross-functional stakeholders to deliver impactful learning experiences. You will drive best‑in‑class training systems, enhance knowledge across diverse business units, and ensure employees have seamless access to critical HSE information that supports safe, compliant, and high‑performing operations.

Responsibilities

Training Development & Delivery

  • Develop and deliver engaging HSE training programs, including orientation, OSHA, hazard training, and other global Mattr requirements.
  • Facilitate corporate training sessions, creating a collaborative learning environment for employees and contractors.
  • Maintain training matrices, track certifications, and ensure compliance with legislative and organizational requirements.
  • Conduct needs assessments, program evaluations, and audits to improve training effectiveness.
  • Promote safety culture across all levels of the organization through communication, audits, and proactive hazard identification.
  • Coordinate training schedules, vendor management, and hazard‑related assessments to align with training objectives.
  • Support deployment and evolution of Mattr’s HSE management system across all facilities.
  • Identify and mitigate HSE risks through improved training tools and corrective action planning.
  • Collaborate with HSE teams to enhance tools for ESG tracking, permit compliance, metrics reporting, and HSE cost and data management.
  • Lead “train‑the‑trainer” sessions to build internal competency across HSE and Operations teams.

Regulatory Compliance

  • Ensure training programs and documentation align with federal, provincial/state, and local HSE regulations.
  • Maintain and update Mattr HSE documentation to ensure accuracy and alignment across global sites.
  • Oversee the High‑Risk Travel and Journey Management Program and the Crisis Management Program.
  • Stay current on regulatory changes and assess impacts on training and documentation requirements.
  • Maintain and update the Mattr HSE LMS with accurate and accessible training materials.
  • Continuously monitor and improve the effectiveness of all safety training programs.

Team Leadership & Collaboration

  • Partner with HSE Specialists and internal teams to identify training needs and delivery formats.
  • Lead development, pilots, and delivery of programs supporting new standards, safety initiatives, injury reduction, and corporate best practices.
  • Act as SME for LMS use and training management.
  • Guide the development of HSE Managers and Coordinators through coaching and “train‑the‑trainer” approaches.
  • Collaborate with cross‑functional leaders including Executive Leadership, Operations, HSE, Engineering, Legal, and Procurement.
  • Lead working groups and committees focused on training improvement and culture enhancement.

Data Management & Reporting

  • Oversee collection, analysis, and management of training-related data to support decision-making.
  • Lead development of dashboards and reports for internal and external use.
  • Ensure accurate tracking of training KPIs, development metrics, and culture-related indicators.

Sustainability Initiatives

  • Build systems to track training and development performance metrics.
  • Lead culture‑based HSE initiatives such as Summer Safety events, Alerts, and Culture Assessments.
  • Champion continuous improvement and innovation in HSE learning practices.

Qualifications

Education & Experience

  • University degree required; Master’s degree preferred.
  • Minimum 5 years of experience in HSE training, with preference for 7+ years.
  • ASP/CSP designation (or in progress) required; CPEA or similar is an asset.

Technical & Professional Skills

  • Proven experience designing, delivering, and assessing adult learning programs.
  • Strong knowledge of US OSHA, Occupational Health & Safety Act & Regulations, Employment Standards Act, and Ontario Human Rights Code.
  • Safety certifications such as JHSC, Working at Heights, Confined Space, WHMIS, First Aid/CPR are assets.
  • Exceptional presentation, facilitation, and communication skills, with the ability to influence culture and collaborate with executives and frontline staff.
  • Strong capability in interpreting and applying HSE regulations across diverse environments.
  • Skilled in multi‑site training program management, including budgeting and resource planning.
  • Advanced data analysis abilities with experience using LMS platforms, Microsoft Excel, Power BI, Power Apps, and digital training tools.
  • Experience managing HSE information systems, workers’ compensation data, and HSE reporting metrics.
  • Demonstrated leadership, coaching ability, and commitment to continuous improvement.

The Salary Range for this position is 100,000 CAD to 120,000 CAD. The provided range represents the anticipated base salary and target incentive for this position. The final total compensation will be determined based on the successful candidate’s skills, experience, qualifications, and internal equity considerations.
