Benefits Administrator

Responsible for the overall administration, billing, customer service, marketing, communication, and day-to-day activities of the organization's Canadian benefit programs. The role is responsible for providing effective analysis and reporting to enhance the organization's benefits programs and comply with current governance and regulatory requirements.  The role will serve as an escalation point for issues or concerns to resolve problems expediently and in a way that is consistent with corporate policies, philosophies and strategic priorities.  Activity is guided by the overall Total Rewards philosophy, practices of the organization and specific program design.  


Plan/Program Support:

•  Handles first-level benefit inquiries and concerns to ensure quick, equitable, courteous resolution. Maintains contact in person, by phone and/or email, with employees, carriers/vendors and beneficiaries to facilitate proper and complete utilization of benefits for all employees. 
• Work with carrier or third party benefits consultant/broker on program and/or member issues/inquiries in a confidential manner.
•  Instructs and directs carriers/vendors, trustees, and other administrative agencies outside the company to effect changes in benefit program design and enrolment tool. Ensures prompt and accurate compliance.
• Prepares and implements the annual benefits enrolment cycle for the flex benefits plan, including member flex tool set up/programming, testing, communications. and employee/HR support.
• Completes regular audits and testing of benefits related data and systems to ensure data integrity and accuracy.
• Compiles and analyzes benefits data to identify and evaluate risks and trends.
• Works as part of a project team to integrate new acquisitions and business units to the organization's reward programs.
•  Analyze processes & procedures to identify any gaps and make improvements and enhancements in collaboration with internal stakeholders.


Benefits Administration:
•  Administers the internal billing cycle, including remittances for service fees and premiums/contributions, and monitors spend on Canada benefit programs, including processing billings and remittances for service fees, premiums and contributions.
•  Administers benefit activities, changes (including new hires, terminations, life events), portal/system and internal billing for Canadian employee benefits programs including disability leaves and vacation standards.
•  Audits employee data for accurate enrollments and distribution, run reports for taxable benefits processing and solicits/verifies supporting documents for enrolments and changes, including proof of spouse, eligible dependents and full-time student status.
•  Ensures accuracy of records and maintains systems pertaining to benefit plans, including electronic database of confidential benefits records. 
•  Ensures automated systems functioning in Benefit-Payroll, Benefit-Vendor data connections.


Compliance & Communication:
• Maintains working knowledge of legislation which may impact benefit policies.
• Ensures compliance with company policy, plan eligibility and rules, and regulatory/legal requirements in applicable jurisdictions.
• Provides consultation to HRBP’s, management and internal partners (e.g. Shared Services, Payroll, Finance) regarding all benefits related inquiries/requests.
• Participates in the communication of program changes, facilitating employee training for benefits offerings, systems, evolving benefit changes, and processes.
•  Plans, creates and/or participates in the creation and distribution of announcement materials, booklets, emails, videos and other media for communicating benefits and new plans to employees.
•  Ensuring that appropriate service level standards and response times are met.


Other duties as assigned, including but not limited to:
• Analyzes processes for improvements and enhancements.
• Provides HR and Total Rewards programs and project support as required.



  • Minimum College education 
  • Minimum 1 to 3 years of related experience in Benefits Administration.
  • Strong interpersonal and communication skills (written/verbal) to provide excellent customer service, strong organizational, time management and customer service skills.
  • Strong experience using Microsoft Excel 
  • Working knowledge of Flex benefits plan - preferred
  • Holding HR or related designation (CEBS, Payroll, CHRP, etc) - preferred
