Senior HSE Specialist
Location: El Dorado, Arkansas

Summary
As the Senior HSE Specialist, you will serve as the primary Health, Safety and Environmental resource for site operations, driving a culture where safety, environmental stewardship, and regulatory compliance are embedded into daily operations. In this role, you will lead the implementation of occupational safety, health, and environmental programs while partnering with site leadership, employees, and corporate teams to proactively identify risks, prevent incidents, and strengthen Mattr's commitment to an incident-and-injury-free workplace. You will play a critical role in advancing operational excellence, environmental compliance, employee engagement, and sustainability initiatives across the site and, where required, multiple facilities.
Responsibilities
Lead HSE Excellence and Regulatory Compliance
- Serve as the site subject matter expert for health, safety, and environmental matters.
- Provide technical guidance on regulatory requirements, environmental compliance, and workplace safety programs.
- Lead the implementation and administration of corporate, divisional, and site HSE programs and management systems.
- Ensure compliance with applicable regulatory requirements and internal standards.
- Act as a visible safety leader through regular engagement with employees and operational teams.
Drive Risk Identification and Incident Prevention
- Lead complex incident investigations and root cause analyses.
- Identify systemic risks and recommend preventive and corrective actions.
- Support workplace inspections, Active Safety Audits (ASAs), and Hazard Identifications (HazIDs).
- Promote proactive risk management practices that reduce incidents and improve workplace safety performance.
- Champion Mattr's incident-and-injury-free philosophy across site operations.
Build and Strengthen Safety Culture
- Partner with site management, supervisors, and employees to create a proactive and inclusive safety culture.
- Facilitate safety meetings, toolbox talks, recognition programs, and employee engagement initiatives.
- Encourage employee participation in hazard identification, reporting, and resolution activities.
- Support leaders in integrating HSE requirements into daily operational planning.
- Provide coaching and mentorship to HSE personnel and site leaders.
Manage HSE Data and Performance Reporting
- Analyze HSE metrics and trends to identify opportunities for improvement.
- Maintain audit-ready records, training documentation, permits, and compliance files.
- Utilize systems such as Velocity, SharePoint, Microsoft Teams, and other reporting tools to manage HSE information.
- Develop and communicate performance reports and recommendations that support informed decision-making and risk reduction.
Coordinate Environmental and Sustainability Programs
- Ensure compliance with environmental requirements involving waste management, wastewater permitting, stormwater programs, and air emissions.
- Maintain environmental permits, reporting schedules, and compliance records.
- Partner with operations teams to identify pollution prevention opportunities and environmental improvements.
- Support environmental, social, and governance (ESG) initiatives and sustainability programs.
- Help advance site environmental performance while maintaining compliance excellence.
Support Critical HSE Programs
- Ensure effective execution of key health, safety, and environmental programs including:
- Hearing Conservation and Industrial Hygiene monitoring
- Lockout/Tagout (LOTO)
- Machine Guarding
- Elevated Work and Fall Protection
- Hot Work
- Ergonomics
- Powered Industrial Vehicles
- Contractor Safety Management
- HSE Training and Competency Management
- Regulated Waste Management
- Stormwater and Wastewater Compliance
- Tier II and Air Compliance requirements, as applicable
- Support regional initiatives and multiple facilities as required.
Qualifications
Required
- Bachelor's Degree.
- 7 to 10 years of Health, Safety, and Environmental experience.
- Professional certification such as CHMM, ASP, CSP, CIH, or an equivalent HSE credential.
- Strong experience supporting manufacturing or industrial operations.
- Demonstrated expertise in incident investigation, root cause analysis, regulatory compliance, environmental compliance, industrial hygiene, risk assessment, and HSE management systems.
- Proven ability to influence, coach, and collaborate across all levels of an organization.
- Strong communication, leadership, problem-solving, and data analysis skills.
- Ability to travel as needed.
Preferred
- Bachelor's Degree in a Health, Safety, Environmental, or related discipline.
- More than 10 years of progressive HSE experience.
- Experience supporting multi-site manufacturing operations.
- Multiple advanced HSE certifications.
- Experience leading regional programs and complex compliance initiatives.
- Previous supervisory or people leadership experience.
- Advanced knowledge of HSE reporting, analytics, and information management systems.
